据政府采购信息报报道,8月15日,国务院办公厅印发《政府机关使用正版软件管理办法》(国办发〔2013〕88号,简称《管理办法》),自印发之日起施行,目的是进一步规范政府机关使用正版软件行为,建立长效机制。《管理办法》提出,各级政府机关要按照勤俭节约、确保政府信息安全的原则,充分考虑实际工作需要和软件性价比,科学合理地制订软件采购年度计划。各级财政部门应当将政府机关软件采购经费纳入本级财政预算。
