In order to improve the national quality of our region and realize the leap-forward development of the region’s economy and society, the party committee and government of the autonomous region have grasped the historical opportunity of the state to implement the modern distance education projects in rural primary and secondary schools in the process of speeding up the “two basics”. Turning it into a breakthrough, we have made great efforts to develop modern rural distance education as a strategic measure to strengthen rural education and promote balanced development of education. We have adopted a series of policy measures to accelerate the implementation of modern distance education projects in rural primary and secondary schools. By the end of 2005, 63% of rural primary and secondary schools had achieved “three modes” coverage. By the end of this year, the “three modes” of modern distance education will cover all rural primary and secondary schools in the region. Currently, all
