上世纪七、八十年代以来兴起的对政策议程的研究,初步回应了政策科学领域中理论探索与实践创新的现实需求,不仅推动了政策科学研究范式的转变,丰富了理论考察的视角,扩展了政策研究领域,更重要地是为重塑和优化适合全球治道变革要求的公共政策过程提供了有益的探索。但是,当前对政策议程的概念内涵及其外延的界定仍然是众说纷纭,特别是对于政策议程创建理论及实践的发展方向和发展路径尚未形成共识,这就限制了对政策议程创建过程的深入分析。本文运用归纳和比较的方法,通过对现有研究成果的梳理,从我国治理过程的实践特征出发,对政策议程的概念和内涵进行了界定和阐释。
The research on the policy agenda that started in the 1970s and 1980s has initially responded to the realistic needs of theoretical exploration and practical innovation in the field of policy science. It not only promoted the transformation of the policy science research paradigm, enriched the perspective of theoretical investigation, and expanded More importantly, policy research and, more importantly, useful exploration of the process of public policy that reshape and optimize the requirements of change in global governance. However, there is still a wide range of controversies on the conceptual connotation and extension of the policy agenda, especially the lack of consensus on the development direction and development path of the policy agenda creation theory and practice, which limits the in-depth analysis of the policy agenda creation process. Based on the review of the existing research results and the practical characteristics of the governance process in our country, this paper defines and explains the concept and connotation of the policy agenda by using induction and comparison methods.
