教育政策的生成过程是政策形成和实施的过程,实际上也是各种利益相关群体的话语表达、对话和理解的过程。通过政策话语、学术话语、媒体话语和公众话语的展现去理解政策的形成和实施过程,是一种贴切、有效的途径。四种主体话语贯穿于政策生成的不同阶段,呈现出不同的影响效果,并随着公共话语空间的逐渐扩大,多主体话语之间相互辉映,引导和推动着异地高考政策的制定和实施。这对于推进高等教育体制改革、完善教育政策,将产生重要的影响意义。
The formation process of education policy is the process of policy formation and implementation, and is actually the process of discourse expression, dialogue and understanding of various stakeholders. It is an appropriate and effective way to understand the process of policy formation and implementation through the display of policy discourse, academic discourse, media discourse and public discourse. The four main discourses run through different stages of policy generation and show different effects. With the gradual expansion of public discourse, multi-agent discourses embody each other, and guide and promote the formulation and implementation of off-campus entrance exam policies. This will have a significant impact on promoting the reform of higher education system and improving education policy.
