法律是治国之重器,法治是治国理政的基本方式。党的十八届四中全会作出推进全面依法治国的决定,强调这是全面建成小康社会的迫切需要,也是全面深化改革、全面从严洽党的迫切需要。省第十次党代会明确提出,实现新的奋斗目标和宏伟蓝图,必须坚持全面依法治省,推进科学立法、严格执法、公正司法、全民守法,把经济发展、社会治理纳入法治轨道。省级地方人大常委会,作为地方国家权力机关,主要任务是落实好习近平总书记关于科学立法的重要指示精神,不断提高地方立法的质量。具体应从以下五个方面抓好落实。 Law is the heavy burden of governing the country and the rule of law is the basic way of governing the country. The Fourth Plenary Session of the 18th CPC Central Committee has made the decision of pushing forward the principle of administering the country according to law in an all-round way, stressing that this is an urgent need of building a moderately prosperous society in all aspects as well as an urgent need of comprehensively deepening the reform and fully comprehending the party. The Tenth Party Congress of the province made it clear that to achieve the new goal and magnificent blueprint for its struggle, we must adhere to the principle of administering the province in accordance with the law comprehensively, advancing scientific legislation, strictly enforcing the law, fair judicature, and law-abiding citizenship, and integrating economic development and social governance into the track of rule of law. At the provincial level, the Standing Committee of Local People’s Congresses, as the local state authority, has the main task of implementing General Secretary Xi Jinping’s important directives on scientific and legislative means and constantly improving the quality of local legislation. Specific implementation should be carried out from the following five aspects.
