《北约十五国》1978年2～3月份刊,发表了美国国防部主管研究和工程的付部长佩里撰写的“加强北约国家的技术作用”的文章。现翻译如下: 文章开始援引美国国防部长布朗的话:“我们主要的长期问题,依然是苏联的问题。不管我们是否承认,苏联领导人执意向我们挑战要求军事竞争。不问其动机如何,挑战是严肃的,我们不能低估。”接着,作者又援引勃列日(氵臼工)夫的话,並认为下列这段话就是对北约的挑战。勃列日(氵臼工)夫说:“现在,竞争的重点恰恰是在科学技术方面,进一步促进科学技术的广阔发展,不仅是经济的中心任务,也是政治的关键任务。这样提出问题对于科学技术的进展具有决定性意义”。
