环境与贸易问题已成为全球经济发展日益重要的问题。传统的国际贸易思想没能正确估价和分配环境资源,因此不能将环境成本内部化于产品和劳务的价格中,因而造成价格扭曲,市场失灵。要解决发达国家和发展中国家之间环境和贸易的摩擦和冲突,只有实施环境成本内部化,才能保持国际贸易的可持续发展。 The issue of environment and trade has become an increasingly important issue in the global economic development. The traditional thinking of international trade failed to properly assess and allocate environmental resources and therefore could not internalize environmental costs in the prices of goods and services, resulting in price distortions and market failures. To solve the environmental and trade frictions and conflicts between developed and developing countries, the sustainable development of international trade can be maintained only through the internalization of environmental costs.
