巴黎和会期间,英、法、美等战胜国就战后处理德国裁军问题达成了共识,拟定了一系列裁军条款。一战后,由英、法两国把持的“协约国军控委员会”为落实《凡尔赛和约》的裁军条款,对德国的裁军情况展开了一系列现场监督、检查。裁军监查的内容主要包括:销毁战争物资、裁撤军工厂、裁减军事人员等政策和措施。英、法之间,协约国与德国之间围绕德国裁军问题展开了既对抗又合作的外交争斗,德国裁军问题因此更加复杂、多变。一战后协约国处理德国裁军问题的成败得失为国际裁军运动提供了可资借鉴的经验与教训,其意义不容忽视。
During the peace conference in Paris, the victorious nations such as Britain, France and the United States reached consensus on the post-war handling of German disarmament and formulated a series of disarmament clauses. After World War I, the “Allied Control Commission” controlled by Britain and France conducted a series of on-site inspections and inspections on the disarmament situation in Germany in order to implement the disarmament clause of the Treaty of Versailles.
