Using WIOD data, this paper explores the impact of system quality on the location of the value chains in different countries in the Asia-Pacific region and its microscopic path from the perspective of capital specificity and stuck-in rent. The analysis finds that the low elasticity of substitution in the downstream production processes of the value chain makes the investments produced at this stage have a higher investment specificity and face more serious problems of housing rent. The quality of the system changes the position of the division of labor in the value chain by reducing the rate of jail-renting and shifting the division of production to the more downstream stage of value-added capability. Then we use the measure of downstream of Antrias to test the relationship between the two using the cross-border panel data of major countries in the Asia Pacific region. The empirical results verify the existence and impact of the impact of the quality of the system by reducing the production of jail rent to promote a country’s value chain division of labor to enhance the position, and the size of the role with the level of technology to become larger.
