企业诚信建设的制度创新要具有层次性，产权制度创新是企业诚信建设的制度基础，法律制度创新是企业诚信建设的外在保障，道德制度创新是企业诚信建设的内在支撑。企业诚信建设的制度创新要具有可操作性。通过不断加强企业诚信建设，不断完善各项制度规范，企业“诚信危机”状况会逐步得到扭转。
