设计和修建永久而有效的灌溉工程,不仅要考虑水源的及时输送及水资源的合理利用,而且还应考虑其它一些基本生产收益和条件。 灌溉农业生产依赖于水、土和人的协调使用。世界上有不少灌溉工程被废弃,主要原因是由于没有考虑综合使用这些资源。 灌溉工程的主要目的就是为了提高灌区内的农业生产力。然而,有些可行性研究和工程规划,多半是强调水坝和配水工作,对于一个完整计划所必需的其它因素却很少注意到。最近,美国一个主要基金机构报告,对50多个灌溉工程规划进行的评审表明,没有一个工程可以完全满足农业、经济和行管部门等各方面的综合需要。在工程规划和实施过程中,非工程问题往往比工程本身困难得多。
Designing and constructing permanent and efficient irrigation projects should take into account not only the timely delivery of water and the rational use of water resources, but also other basic production benefits and conditions. Irrigated agricultural production relies on the coordinated use of water, soil and people. Many of the irrigation works in the world have been abandoned because of the failure to consider the comprehensive use of these resources. The main purpose of irrigation projects is to increase agricultural productivity in irrigation districts. However, some feasibility studies and engineering plans, which mostly emphasize dams and water distribution, are rarely noticed for other factors necessary for a complete plan. Recently, a major U.S. fund agency reported that a review of more than 50 irrigation projects showed that none of the projects fully met the comprehensive needs of the agriculture, economy and administration departments. In engineering planning and implementation, non-engineering problems are often more difficult than the engineering itself.
