国际金融危机,一方面使部分国家的强军计划遭遇挫折,军工生产人力面临过剩,军人福利待遇有所降低;另一方面也给国防人力资源带来了发展机遇,如兵员征募情势转暖、人才建设前景看好。面对危机,我国国防人力资源开发要做好总体规划,优选兵员,提高质量;加强人才储备,完善“储才于民”机制;优化国防科技人力资源配置,积极改善军人待遇。
The international financial crisis, on the one hand, frustrated the plan for strengthening the military in some countries. Manpower production in the military was facing an excess and military service benefits were somewhat reduced. On the other hand, it also brought about opportunities for the development of the national defense human resources such as warming of recruitment of troops, Talent construction prospects. In the face of the crisis, China’s national defense human resources development should do a good job in overall planning, optimize its troops and improve its quality; strengthen the pool of qualified personnel and improve the mechanism of “reserving talents before the people”; optimize the allocation of human resources for national defense science and technology and actively improve the treatment of military personnel.
