当前我国低碳生态城镇建设缺乏针对西北地区小城镇客观现实的规划控制引导与适宜的技术方法措施。文章以甘南小城镇为研究对象,通过对城镇特质及碳排放特征的分析,借鉴国内外相关研究理论与方法,遵循“低技术、低投入”原则,提出基于气候环境利用的城镇空间规划设计和基于绿色建材推广的地域乡土建筑建造是实现甘南小城镇低碳生态目标的关键策略,进而立足规划实践,结合城乡规划编制体系,在各规划层面建立“目标—要素—方法”导向的规划控制体系,分别从区域规划、总体规划、控制性详细规划、修建性详细规划及城市设计层面提出适宜甘南低碳生态小城镇的规划编制技术与方法。
At present, the construction of low-carbon eco-cities and towns in our country lacks the planning and control guidance and appropriate technical measures for the objective reality of small towns in Northwest China. Based on the analysis of the urban traits and carbon emission characteristics in the small towns of Gannan, the article draws lessons from relevant theories and methods at home and abroad and follows the principle of “low-tech, low-input” and puts forward the urban spatial planning based on the utilization of climate and environment The design and construction of regional native buildings based on the promotion of green building materials are the key strategies to realize the low carbon eco-target of small towns in Gannan. Based on the planning practice and combining with the urban and rural planning system, a “goal-element-method” guideline is established at each planning level Planning and control system, put forward planning techniques and methods suitable for small-scale eco-towns of low-carbon environment in Gannan from the aspects of regional planning, master planning, detailed control planning, detailed construction planning and urban design.
