随着“两个转变”以及市县一体化管理模式的全面推进,电力行业进入体制机制创新的关键期和产业发展能力的提升期。管理机关作为供电企业安全生产、营销服务的组织管理和基础保障机构,是保证体制变革成果的指挥者和执行者。建立科学完善的绩效考核体系,构建上下贯通、全面覆盖、标准规范、协同高效的管理机制,是提高企业运营效率,实现科学发展的重要保障。因此本文统筹考虑供电企业业务特点和管理实际,立足实现年度业绩目标,完善合理适用于企业自身的管理机制,以部门协同、逐级管控、责任明晰、落实到位的目标责任制,激发管理机关的工作主动性和积极性,促进公司业绩水平和管理水平的双提升。
