张明军在《人民日报》上发表文章指出,要使民主集中制原则真正得到贯彻执行,就必须科学、完整、准确地理解民主集中制的含义。首先,民主集中制的“民主”,不是指党的成员在讨论问题时有发表意见的权利,而是指在“集中”时体现的“少数服从多数”的规定性。集中制原则的基本形式有两种:一是以多数服从少数为基础的专制集中制;二是以少数服从多数为基础的民主集中制。列宁是“民主集中制”这一概念的创始者。列宁的原文是“民主的集中制”,即民主集中制是具有“民主的”属性的集中制。只有具备“民主的”属性的集中制,才能称为民主集中制。其次,民主集中制集中的不一定是正确意见,而是多数人的主张。民主集中制原则的基础和根本点是少数服从多数。
In an article published in People’s Daily, Zhang Mingjun pointed out: To truly implement the principle of democratic centralism, we must understand the meaning of democratic centralism in a scientific, complete and accurate manner. First of all, democratic-centered “democracy” does not refer to the right of party members to express their opinions when discussing issues. It refers to the stipulation of “minority majority” in “concentration.” There are two basic forms of the principle of centralism: one is autocratic centralism based on the majority of the subordinate; and the other is democratic centralism based on the minority’s subordination to the majority. Lenin is the founder of the concept of “democratic centralism.” The original text of Lenin is “democratic centralism”, that is, democratic centralism is a centralized system with “democratic” attributes. Only a centralized system with “democratic” attributes can be called democratic centralism. Second, the concentration of democratic centralism is not necessarily the correct opinion, but the majority claim. The basic and fundamental point of the principle of democratic centralism is that the minority follows the majority.
