当前形势下,海洋领土与权益纠纷是中国与东盟环南海国家的重要政治议题。随着南海仲裁案的告终,东盟环南海国家以对抗等传统方式解决海洋争端的国家意志正在消退,区际间紧张的政治氛围逐渐得到缓解,谋求合作的政治空间逐渐扩张。可以说,在此契机下筹划建设中国——东盟海上执法合作机制不仅符合“21世纪海上丝绸之路”和“命运共同体”等国家战略的需要,同时该区际性和功能性的合作在缓和中国与东盟环南海国家海上矛盾、增益多边关系上具有巨大潜力。本文以中国与东盟环南海国家海上力量执法合作机制建设为研究对象,通过对海上力量执法合作机制建设的必要性和可行性分析,提出了该机制建设的具体规划与建设路径,以期为国家海洋战略的实施提供一定的支持。
Under the current circumstances, the dispute over maritime territories and rights and interests is an important political issue between China and the ASEAN around the South China Sea. With the end of the South China Sea arbitration case, the will of the ASEAN Central Government around the South China Sea countries to resolve the maritime disputes in a traditional manner such as confrontation is receding. The tense political atmosphere in the inter-regional areas has gradually been eased and the political space for cooperation has gradually expanded. It can be said that planning and building a China-ASEAN maritime law enforcement cooperation mechanism at this juncture not only meets the needs of national strategies such as “the Silk Road in the 21st Century” and “community of common destiny”, but at the same time the inter-regional and functional Have great potential in alleviating the maritime conflicts and gaining multilateral relations between China and the ASEAN Central South Seas. Based on the necessity and feasibility of maritime power law enforcement cooperation mechanism construction in China and ASEAN Central South Sea countries, this paper puts forward the specific planning and construction path of this mechanism construction, with a view to the national ocean Strategy implementation to provide some support.
