1 普及阶段农村初保工作实施概况和成效 1991年我省农村初保转入全面普及阶段,根据我省《规划目标》计划提前一年(到1994年底)完成50％的农业县(市、区)达标的目标。经过4年不间断的努力,到1994年我省又有43个农业县(市、区)相继通过评估验收达到13项指标最低限标准。至此,我省共有70个农业县(市、区)实现了初保目标,占到全省总县数的63％,提前一年并超额完成了第二阶段规划目标任务。在1995年6月份国家卫生部普及阶段中期评审中顺利通过验收。1994年7月卫生部陈敏章部长
