建国以来,我国水文勘测工作是以水文站为基层生产单位,一般采取“常年驻站固守断面”的方式进行部署。这种组织形式,与当前水文科学技术迅速发展和要求日益提高的情况不相适应。为了适应这一新情况,1980年以来,很多省、区在不同的区域(山丘区、水网区、水利工程区和半干旱区)围绕着一个流域或一个水域,从不同的角度和要求进行了探索和研究,创造出“水文勘测站队结合”的办法,即在现有水文站网的基础上,做适当的分片组合,把原来主要是分散到站上搞定位测报的办法,改变为统一调度使用人力,以专业队伍观测与委托观测相结合,定位观测与巡测、调查相结合,以及水文勘测与资料分析、科研、培训相结合的原则来完成某个区域或流域的水文勘测及科研、服务的任务。通过几年来试点的实践,站队结合具有明显的优越性: 一、有利于水文站网的发展。我国水文站网
