《国家中长期教育改革和发展规划纲要(2010-2020年)》指出,教育要坚持德育为先。目前的中学教育普遍存在着重智育轻德育的现象,德育工作的开展缺乏系统性与科学性。为了避免中学德育工作的盲目性与无序性,有必要建立一个较为完整的中学德育工作体系。该体系主要包括德育工作的管理机构体系、实施网络体系、第二课堂体系和约束机制体系。各体系各自独立,但又相互关联,相互作用,共同构成一个完整的统一的整体,服务于学校的德育工作。
“National long-term education reform and development plan (2010-2020)” pointed out that education should adhere to moral education first. At present, there is a common phenomenon in secondary education that emphasis is on moral education in moral education. Moral education lacks systematicness and science. In order to avoid the blindness and disorder of moral education in middle school, it is necessary to establish a relatively complete system of moral education in middle school. The system mainly includes the management institution system of moral education work, the implementation of the network system, the second classroom system and the restraint mechanism system. The systems are independent but interrelated and interact with each other to form a complete and unified whole and serve the moral education in schools.
