目的:了解西藏地区卫生人力资源配置与利用中存在的不足,为完善西藏卫生人力资源配置并提高卫生人力资源利用提出政策建议。方法:利用PPS抽样方法在全区共调查各类卫生机构181家所有在岗卫生人员。结果:西藏地区级人民医院高质量人才匮乏,护士人员紧缺;各级藏医医院人员需要优化学历机构;公共卫生服务机构需要加强人员引进;县级人民医院人员职称结构和执业资质不合理。结论:需要进一步加强西藏卫生人力资源建设。
OBJECTIVE: To understand the shortcomings in the allocation and utilization of health human resources in Tibet, and to put forward policy recommendations for improving the allocation of health human resources in Tibet and improving the utilization of human resources for health. Methods: PPS sampling method was used to survey all the 181 health workers in various health institutions in the region. Results: Lack of qualified personnel and shortage of nurses in Tibetan People’s Hospital of the district level; staffs of Tibetan medicine hospitals at all levels need to optimize educational institutions; public health service agencies need to strengthen the introduction of personnel; and the structure and professional qualifications of personnel in county-level people’s hospitals are unreasonable. Conclusion: There is a need to further strengthen the construction of health human resources in Tibet.
