为了改造山区薄弱学校,福建省诏安县官陂、霞葛和太平等三所乡镇公办中学于2003年引入“委托管理”新机制进行“公校民办”管理改革,至2010年以失败告终。文章运用新公共管理理论,比照美国的“特许学校”和上海的“委托管理”等成功经验,对诏安县三所中学“委托管理”改革失败的原因进行深入的比较、分析和探讨,从而形成了对我国经济欠发达地区中小学校实行“委托管理”改革,改造薄弱学校,促进基础教育均衡发展策略的普遍性认识包括政府出台配套政策,为改革顺利发展提供依据;科学的行动方案设计,为改革顺利实施提供蓝图;建立有效监管机制,为改革健康发展提供保障。
In order to rebuild the weak schools in mountainous areas, three township government-run secondary schools in Zhaoan County, Fujian Province, Xiage County and Taiping County introduced a new mechanism of “entrusted management” in 2003 to carry out management reform of “public-private schools” Failure ended. By using the theory of new public management, comparing with the successful experiences of “Chartered School ” in the United States and “Entrusted Management ” in Shanghai, this article makes an in-depth comparison of the reasons for the failure of “commissioned management” reform in three middle schools in Zhaoan County, Analysis and discussion, thus forming a universal understanding of the strategy of “entrusting management”, reforming weak schools and promoting a balanced development of basic education in primary and secondary schools in economically underdeveloped regions. These include the government’s introduction of supporting policies to provide the basis for the smooth development of the reform ; Design a scientific program of action to provide a blueprint for the smooth implementation of the reform; establish an effective regulatory mechanism to provide guarantee for the healthy and healthy development.
