文章阐述了现代人力资源管理的内涵,根据青海的现状,提出:第一,必须树立科学的人力管理理念;第二,建立三维人力资源体制管理模式,决策层负责人力资源战略的规划;人力资源管理部门负责岗位分析、岗位评价等基础业务;非人力资源经理把好人力资源管理的核心业务关键环节。第三,尽快建立起适合企业发展特点的人力资源管理体系。
