进安阳高新技术产业开发区,映入眼帘的是一片欣欣向荣、蒸蒸日上的热土。个基础设施完善的现代化新城区的雏形已初现丰姿。
安阳高新区十年的发展,走过了一段不平凡的历程。高新区人以他们所特有的韧劲、闯劲、拚劲、干劲,艰苦创业,做出了今天这番骄人业绩。
1992年,为了更好地推动和实施开放带动战略和可持续发展战略,安阳市委、市政府果断做出了建立开发区的重大决策。经过广大建设者十年励精图治、辛勤耕耘,安阳开发区从无到有,从小到大,由弱变强,不断发展壮大。截至目前,开发区已吸引进区企业达到180余家,技工贸总收入、工业产值、出口创汇、财政收入等主要经济指标年平均增长都在50%以上;各项社会事业全面发展,基本实现了开发区的功能定位。开发区正逐步成为安阳市区域经济增长的新亮点。
安阳开发区总体规划面积为24平方公里,目前实际开发面积为5.62平方公里。开发区坚持统一规划、统一开发,滚动发展和“高起点、高标准、高质量、高速度”的要求,累计投入基础设施建设资金22929万元,实现了道路、通讯、给水、排水、排污、供电、热力、燃气和场地的“八通一平”。开发区的城市绿化覆盖率达到37%,构建了以文昌、海河、黄河、弦歌大道以及相西路、华山、银杏、井冈、商颂大街四横五纵的城市道路骨架。正在修建的贯穿高速公路南出口的宽达120米的长江大道与黄山大街将进一步拉大城市框架,成为安阳市的景观大道。
安阳高新区成立十年来,一直将“内资求发展,外资打基础”作为自己的发展思路。现代城市间的竞争实际是招商引资的比拚,招商引资说到底是环境的竞争。宽松的投资环境,高效的工作效率,优良的服务质量,是如今众多境内外企业选择投资安阳高新区的重要理由。去年10月,台湾旺旺集团在高新区投资设厂。高新区仅用60天的时间,就将一个11360平方米的轻钢厂房建成交付使用。现在,旺旺集团已在安阳高新区投资250万美元,成立了河南瑞麦食品公司,由最初的一条生产线增加到四条,年销售额可达1.5亿元,利税1000万元。今年3月,台湾工业区开始建设,美国工业园也正在进行积极的筹建。到去年年底,安阳高新区已建成投产的工业企业96家,初步形成了以高新技术产业为主导,各类产业共同发展的新格局。
高新区技术创业服务中心在促进高新技术成果转化、培育高新技术企业和企业家方面走出了一条成功的道路,高新区人将其形象地称为企业的“110”。他们通过催生和孵化的方式,使中小型科技企业能够在较短的时间内得到快速发展,最终实现产业化。随着一批孵化企业纷纷“毕业”,它们走出母体,开辟新天地。而该中心也被河南省科技厅认定为省级创业服务中心,为高新区的持续发展打下了坚实的基础。
回顾十年历程,未来任重道远。安阳高新区人表示,要充分利用自身宝贵的资源,以“打造服务开发区、创建景观开发区、构筑信用开发区、建设人文开发区”为具体目标,全力打造一个令人耳目一新的一流开发区。
Anyang High-tech Development Zone in Rapid Development

The Anyang High-tech Development Zone (AHDZ) has much to be proud of when celebrating its tenth birthday. Inaugurated in 1992, the AHDZ is now home to more than 180 companies. Its major economic indices - combined revenue from technology transactions, industrial production and trade, industrial output value, export earnings and local government revenue -- have all been improving year after year, at an annual average rate of at least 50%.
The AHDZ in Henan Province, central China, is designed to eventually cover 24 square kilometers. Infrastructure development has been completed in an area of 5.62 kilometers, at an aggregate cost of close to 300 million yuan. A new industrial town has emerged in the central China plain - in fact a modern city serviced by a complete network of roads along with well-planned systems for telecommunications, sewage discharge and supply of water, heat, gas and electricity. Moreover, greenery accounts for 37% of the area. A 120 meter-wide thoroughfare is being built, to link the city with a freeway.
The AHDZ attributes its success to persistent work to seek a constant improvement in investment environment, administrative efficiency and government services. In October 2001, the AHDZ administrative authorities received an application from a Taiwan food-processing company for permission to operate in the zone. In just 60 days the new factory began operation, in a brand new 11,360-square-meter workshop building supplied by the zone. The factory has developed into the Henan Ruimai Food Co. With four production lines, the company is generating 150 million yuan in annual sales revenue and paying the local government taxes amounting to 10 million yuan a year. Construction began in March 2002 on the AHDZ Taiwan Industrial Park, and preparations are under way for a U.S. industrial park.■
