21世纪,是一个以发展为主题,以知识经济为特征,以人才争夺、人才资本运营为核心的时代。面对经济全球化,信息产业化,人才国际化带来的机遇和挑战,全面实施人才战略,运营人才资本,构筑经济社会可持续发展的人才体系尤为重要。 我国加入WTO后,面对风雨欲来的白热化的市场竞争,必然导致人才激烈竞争。谁占有了人才,就等于占有了市场,在竞争中就能处于不败之地。因此,规范的、科学的培养和引进吸纳人才,充分发挥各方人才的才智已成势所必然。
