文章根据取水许可制度实施后水资源管理和保护工作的需要，运用信息系统的理论和方法，提出了水资源信息系统的功能要求，基本框架和设计方法。
According to the need of water resources management and protection after the water permit system is implemented, the paper puts forward the functional requirements, basic framework and design methods of water resources information system by applying the theory and method of information system.
