(一) 1978年党的十一届三中全会的召开,使我国政治、经济生活开始了具有深远意义的伟大转折。在三中全会路线指引下,国民经济建设突飞猛进。商品经济的发展,社会生产力的不断提高,给广告业带来新的生机。中国广告业1979年开始复苏,据有关资料估算,当时广告经营单位仅为十几户,广告从业人员为1000人左右,广告营业额1000万元左右。1982年对全国广告业进行普查登记统计,全国广告经营单位达到1623户,广告从业人员达到18000人,全国广告营业额达到15000
