江苏省盐城市大丰区总工会夏光河报道针对部分企业工资集体协商存在流于形式、缺少实质性谈判、透明度不够、实效性不强等问题,江苏省盐城市大丰区总工会通过建立集体合同协商预报、履行监督和履约评估机制(下简称“三项机制”),推动企业工资集体协商持续、健康、长效运行,避免集体协商流于形式。建立集体协商预报机制,使职工的参与率达到70%以上。要求企业工会在协商前向上级工会报送
