1996年度国家自然科学基金植物学科批准情况列于表1。今年本学科受理的面上项目共317项(不含高技术项目)。其中,自由申请217项,批准45项,批准率20.7%,青年基金项目52项,批准8项,批准率15.4%;地区基金项目48项,批准6项,批准率12.5%。自由申请每项平均资助强度9.20万元。上述几项统计与1995年相比,自由申请受理项目数减少了44项,即20%,批准率则由16.9%提高了近4个百分点,平均资助强度提高了近1.0万元/项。青年基金和地区基金基本与去年持平,但资助强度有所提高。从近几年植物学科受理和资助项目的总体情况来看,基金委所坚持的“控制规模,提高强度,支持创新,拉开档次”的资助方针已有一定成效。统计表明,连续3年,自由申请受理项目数在300项左右,资助项目数在44项左右,没有出现较大的起落。但申请项目的总体水平,却连年有明显提高,说明各申请单位已从广泛号召申请基金,逐步转向稳住一部分研究队伍并指导他们进行更深层次的基础研究,使所提交的申请更具有竞争力。这种做法应予肯定和鼓励。
The grants approved by the National Natural Science Foundation of China in 1996 are listed in Table 1. There are 317 top-level projects accepted this year (excluding high-tech projects). Among them, 217 are free to apply, 45 are approved, the ratification rate is 20.7%, 52 are approved by the youth fund, 8 are approved and the approval rate is 15.4%. There are 48 regional fund projects with 6 ratifications and the approval rate is 12.5%. Free application for each average funding intensity of 920,000 yuan. Compared with 1995, the above statistics have reduced the number of applications for free application by 44 or 20%, while the approval rate has increased by nearly 4% from 16.9% and the average funding intensity has increased by nearly 10,000 yuan / item. Youth funds and regional funds basically remained unchanged from last year, but the intensity of funding increased. In the light of the overall situation of accepting and subsidizing botanical disciplines in recent years, the subsidy policy of “controlling the scale, enhancing the intensity, supporting innovation and opening up the grade” persisted by the Fund Commission has yielded some results. Statistics show that for three consecutive years, the number of applications for free application is about 300 and the number of funded projects is about 44, with no major ups and downs. However, the overall level of application projects has been significantly improved in recent years. This shows that the applicants have been applying for funds from a wide range of applications and gradually shifted to stabilizing some of the research teams and guiding them to conduct deeper basic research so as to make the applications submitted more competitive . This practice should be affirmed and encouraged.
