绩效计划是绩效管理的首要职能,做好绩效计划关系到绩效管理的成败。因此分析研究绩效计划问题至关重要。研究绩效计划问题首先要从领导层制定政策着手。目前世界各国普遍开展绩效计划问题研究,我国也是如此。但是,由于我国开展绩效管理工作尚处于探索阶段,多数县市对绩效管理的本质与规律认识尚有不足,并在实践出现诸多问题。为了认识绩效计划的本质和规律,查找并解决实践中出现的问题,笔者对S县级市绩效计划情况进行了调查,通过理论分析,撰写了本文。
Performance planning is the primary function of performance management, performance planning is related to the success or failure of performance management. Therefore, the analysis of performance planning issues is crucial. To study the performance planning problem, we must start from the leadership to formulate policies. At present, the performance planning of various countries in the world is commonly studied, as is our country. However, as China’s performance management is still in the exploratory stage, most counties and cities have not enough understanding of the nature and rules of performance management and have many problems in practice. In order to understand the essence and law of the performance plan and to find and solve the problems in practice, the author investigated the performance plan of the S county level city and wrote the article through theoretical analysis.
