1方便农机手就近学习由于农业机械分布面广而且分散，有的机手住址离乡镇较远且偏僻，交通不便。每月应按规定的时间集中到乡镇参加安全教育学习相当不易。因此，农机管理部门应根据当地实际情况在每个乡镇机手比较集中的村屯同时设定二至三个活动点，每月约定时间、地点来上课
