Facing the year 2000, the coastal countries in our country are making use of the favorable national defense environment to develop their naval surface ships and submarines through leasing, purchasing, imitation and self-developed research and development so as to enhance their maritime capabilities. Japan, as a developed shipbuilding giant and shareholder, has a solid industrial base, advanced shipbuilding technology and a large amount of capital. In the 1990s, Japan has formulated an implementation plan for the transition from an economic power to a military power. The immediate goal of Japan’s Maritime Self-Defense Force is to have 60 anti-submarine war-shaped surface ships, 30 conventional submarines, 250 HNA aircraft and 250 carrier-based helicopters by 1995.
