1927至1937年十年间,南京特别市曾三次筹设米市。但在筹设米市的过程中,因经济、政治、军事诸因素与财政部、江苏省政府、安徽省政府等发生牵扯,理顺过程耗时费力;其他各相关利益群体的关系亦纠缠难解。中日关系紧张导致的一·二八事变和卢沟桥事变,每每在关键时刻给米市计划重大影响。加上南京特别市政府财政困难,施政能力薄弱,南京设立米市的夙愿终未能实现。其整个过程,折射了南京国民政府的执政能力。
During the ten years from 1927 to 1937, Nanjing City held three rice markets. However, during the process of preparing the rice market, it is time consuming and laborious to straighten out the process due to economic, political and military factors and the involvement of the Ministry of Finance, the Jiangsu Provincial Government and the Anhui Provincial Government. Other related interest groups are also entangled in their relations solution. The January 28 Incident caused by the tense relations between China and Japan and the Lugouqiao Incident have always had a major impact on the plan of the city of Mia at a crucial time. Coupled with the financial difficulties of the special municipal government of Nanjing and the weak ability to govern, the aspiration of Nanjing to establish a rice market failed to materialize. The whole process reflects the ruling ability of the Nanjing National Government.
