随着日内瓦假期的结束,WTO成员的谈判官员又陆续回到谈判桌,继续进行农业和非农问题的谈判。对于命运坎坷的多哈回合,是否会迎来真正的艰难时刻,仍令人拭目以待。继续进行的谈判将根据7月17日农业谈判小组和工业品关税谈判小组主席分别提出的谈判模式草案展开。虽然草案中提出的补贴和关税削减的具体数额引发了不少批评,一些团体甚至完全拒绝,但两位主席都强调,多哈回合要想成功,WTO成员就必须改变长期坚守的立场,但两位主席亦表示草案在接下来的谈判中还会继续修改。草案提出的相对小的关税和补贴削减范围使各国更容易评估潜在的效应并权衡,很多成员都充分利用WTO暑假时间详细分析了两份草案。有关成员对两份草案文本的初步评价也许会对未来谈判有所暗示。
As the holiday in Geneva ended, negotiators of WTO members returned to the negotiating table in succession and continued the negotiations on agriculture and non-agricultural issues. Whether it will usher in a real hard time for the bumpy Doha Round is still awaited. The ongoing negotiations will be based on the draft negotiation model proposed by the agricultural negotiating team and the chairman of the industrial tariff negotiating team on July 17 respectively. Although the specific amount of subsidies and tariff reductions proposed in the draft has aroused much criticism and some groups even completely rejected it, both presidents stressed that in order to succeed in the Doha Round, WTO members must change their long-term stance. However, two The Chairman also said that the draft will continue to be amended during the ensuing negotiations. The relatively small tariff and subsidy reductions proposed in the draft make it easier for countries to assess the potential effects and trade-offs. Many members have taken full advantage of WTO draft summer holidays to analyze the two draft bills in detail. A preliminary assessment of the two draft texts by the members concerned may give some implications for future negotiations.
