几年来农村电价管理在各级政府的重视和支持下做了大量的工作,农村用电的“三乱”及“人情电”、“关系电”、“权力电”基本上被遏止,让农民用上明白电做得比较好。笔者认为真正减轻农民用电负担做得还不够。有两个突出的矛盾,其一,为降低农村电价,村电工的报酬就不能高,要提高村电工的报酬,就要加重农民用电负担。因此,使村电工的报酬得不到适当的解决。其二,要管理好事关农民切身利益的农村电价工作,需要一支稳定的素质高的农村电工队伍,而大部分村电工的报酬偏低,达不到同等劳动力的收入水平,致使农村电工思想不稳定,更换频繁,素质低、事业心不强,农村电价管理工作上边抓得紧,下边落实难。

Instability, frequent replacement, low quality, and lack of professionalism, the management of electricity tariffs in rural areas is tightly grasped and difficult to implement.
