和世界上档案开放工作做得较好的国家比较起来,苏联档案开放的起步是比较晚的.莫斯科国立历史档案学院学术委员会的一封信说,勃列日涅夫时代,档案馆还只是“一个’保守’机关秘密的官僚组织.”但是,戈尔巴乔夫开始改革之后,尤其是1988年以后,苏联的国家档案馆不但开始了档案开放,而且开放的速度也非常快.1991年底以前,苏联档案管理总局所属的中央国家档案馆中的绝大部分档案实现了对外开放.1991年底以后,由于苏联的解体,不但中央国家档案馆中的档案,而且不为苏联档案管理总局控制的党的档案和克格勃档案也全部向社会开放.无论是解体前
