上海市政府办公厅根据“文档一体化”系统的构造,初步设计了一个“文档一体化”的计算机辅助管理系统,该系统基本上属于集中型结构,在WANG VS100超级小型机上开发、实现,该系统于1989年10月1日投入试运行,通过不断完善、修正、提高,已在公文处理和档案管理中显示出一定的优越性,主要表现在以下几方面: 1.在管理机制上的变化。 “文档一体化”系统的建成,不只是手段的改进,更重要的是文档管理机制的更新。“文档一体化”使整个工作流程改变了过去存在的衔接不紧、前紧后松、信息隔膜等问题,整个工作流程形成“前期工作为后期工作打基础,后期工作为前期工作服务”,减少了后期的重复劳动,档案人员则从随时归档的文件中了解当前工作的内容和重点,能主动开展档案信息服务,从而使公文和档案的联系更加紧密。
