本文利用中国高技术产业分地区工业企业面板数据,采用空间计量分析方法,实证考察了政府科技资助对工业企业全要素生产率(TFP)的影响。研究发现,政府科技资助显著地促进了工业企业TFP的提升,且其提升机制主要是通过影响政府科技资助的技术进步效应来实现的,对效率改善的作用并不明显;企业R&D存量和人力资本水平的提高,均有助于政府科技资助技术进步效应的发挥,而企业规模则产生显著的负向影响。本文的结论对中国科学制定与政府科技资助的相关政策具有一定的启示意义。
Using the panel data of industrial enterprises in China’s hi-tech industries by region, this paper empirically examines the impact of government-funded science and technology funding on total factor productivity (TFP) in industrial firms using spatial econometric methods. The study found that government subsidies for science and technology have significantly promoted the TFP of industrial enterprises, and its promotion mechanism is mainly achieved through the effect of technological progress funded by government science and technology, with no obvious effect on efficiency improvement. The R & D stock and human capital All these improvements will help the government to subsidize the progress of technological advances while the scale of enterprises will have a significant negative impact. The conclusion of this paper is of some enlightenment to China’s science-related policies related to government-funded science and technology.
