通过对中外“小业主,大咨询”建设管理模式进行研究,总结了国外“小业主,大咨询”管理模式的一般做法及其优点,分析了我国铁路建设项目推行“小业主,大咨询”管理模式的现状,指出了其中存在的不足,综合我国铁路建设管理体制历史及现代项目管理思想提出了构建参建各方的“1+N”模式,推行铁路建设项目集成化咨询模式及代建制,完善相关制度设计。
