文章通过文献分析和问卷调查两种方式,调研了企业认证成本效益和互认对认证产品市场发展态势的影响,分析了互认对原料来源、认证产品市场需求、认证产品价格的影响。基于分析结果,认为PEFC与CFCC互认后对认证产品市场没有明显的影响,互认后CFCC认证市场发展前景向好,政府部门对CFCC认证的推广手段不够。最后,提出了CFCC认证发展的政策建议,包括加强政策支持、加强CFCC与PEFC的对接、大力促进国内CFCC认证原料的生产、加强与各级各类林业行业协会的合作等。
Through literature analysis and questionnaire survey, the article investigates the impact of cost-effectiveness and mutual recognition of certified companies on the market trend of certified products, and analyzes the impact of mutual recognition on the sources of raw materials, the market demand for certified products and the price of certified products. Based on the results of the analysis, it is considered that mutual recognition between PEFC and CFCC has no obvious effect on the market of certified products, and the prospect of development of the CFCC certification market after mutual recognition is good. The promotion of the CFCC certification by government departments is not enough. Finally, the paper puts forward the policy recommendations for the development of CFCC certification, including strengthening policy support, strengthening the connection between CFCC and PEFC, vigorously promoting the production of CFCC certified raw materials, and strengthening the cooperation with all kinds of forestry trade associations at all levels.
