人力资源管理是现代企业管理的重要内容,而“招、用、育、留”则构成了传统人力资源部的主要作用。由于传统的人力资源管理理念、方法和测评技术存在一定的缺陷,David McClelland在20世纪70年代提出了“胜任力”这一概念。此后,胜任力在企业人力资源管理中得到运用和发展,并推动了企业管理水平的提升。鉴于电网公司的具体环境,如何招聘能胜任所需岗位的人才,如何提拔能胜任岗位需要的人才,以及如何考核诸多岗位上人才的胜任力是电网公司人力资源管理面临的重要问题。
Human resource management is an important part of modern enterprise management, and “recruit, use, education and stay” constitute the main function of the traditional human resources department. Due to some shortcomings of the traditional human resource management concepts, methods and evaluation techniques, David McClelland put forward the concept of “competence” in the 1970s. Since then, competence has been applied and developed in the management of human resources in enterprises, and the promotion of the management of enterprises has been promoted. In view of the specific circumstances of the power grid company, how to recruit qualified personnel for the required posts, how to promote the talents needed for competent positions and how to assess the competence of many positions are the important problems that the human resources management of power grid companies are facing.
