本文利用中国家庭追踪调查(CFPS2010)数据,考察了公共服务资源配置水平对劳动力转移决策的影响,结果表明:与教育、医疗卫生服务的可及性和可获得性有显著正面影响;与新农合覆盖率、房屋拥挤程度显著负相关,表明新农合补偿标准的提高和城市较高的居住成本,增加了劳动力转移的机会成本;与方圆五公里内是否有高污染企业正相关,表明相比于健康损耗,转移劳动力更趋向于选择就业,而对周边有污染型企业的影响已经显得不再重要。家庭人口规模、家庭成员受教育程度、社区经济状况等家庭和区域特征对劳动力转移均有显著影响。应积极优化区域公共服务资源配置,提高对教育、医疗卫生、住房等基本公共服务的可及性和可获得性,降低劳动力转移的机会成本,实现公共服务资源配置与劳动力转移的空间协同优化。
Using the data of China Family Tracing Survey (CFPS2010), this paper examines the impact of the allocation of public service resources on labor force transfer decisions. The results show that there is a significant positive impact on the accessibility and availability of education and health services. Coverage and house congestion significantly negative correlation, indicating that the new rural cooperative medical compensation standard and the higher cost of living in urban, increasing the opportunity cost of labor transfer; and within a radius of five kilometers whether there is a high-polluting enterprises are positive, indicating that phase Than the loss of health, the transfer of labor more tend to choose employment, but the impact on the surrounding polluting enterprises has become less important. Household and regional characteristics, such as family size, family education, community economic status, have a significant impact on the transfer of labor. It is necessary to actively optimize the allocation of resources for regional public services and improve the accessibility and availability of basic public services such as education, health care and housing so as to reduce the opportunity cost of labor transfer and to achieve spatial coordination and optimization of allocation of public services resources and labor transfer.
