从“彻底改、改彻底”到把国有股权卡到一个合适的位置,无锡市国资委在对“小天鹅”的改制中实践着一种新的国资管理思路,“小天鹅”经历了国有企业到民营企业的转变,又经历民营企业重新转变成国有企业的过程为国有企业改制提供了很多借鉴。本文介绍了“小天鹅”模式的产生背景,结合核心竞争力和战略协同理论分析了小天鹅离开斯威特的真实原因,最后提出国企改制中应该注意的相关问题。
