【摘 要】国有企业薪酬制度改革是国有企业改革的重要内容,是收入分配制度改革的重要任务。河北省国有企业薪酬制度是随着国有企业改革的不断深化而逐步发展的,经历了逐步演进的过程。论文分析了制度改革存在的主要问题,包括企业内部工资分配效益导向不够突出、高管薪酬与普通员工薪酬差距较大、企业基础管理薄弱为薪酬管理带来不利影响、中长期激励政策工具运用不充分。论文提出了进一步深化改革的措施,包括以系统性思维推进国有企业薪酬制度改革、进一步深化国有企业负责人薪酬管理体系、完善职工工资决定及正常增长机制等。
【Abstract】The salary system reform in state-owned enterprises is an important content of the reform of state-owned enterprises and an important task of the reform of income distribution system. The salary system of state-owned enterprises in Hebei Province has developed gradually with the continuous deepening of the reform of state-owned enterprises, and has experienced a gradual evolution process. The paper analyzes the main problems existing in the system reform, including the insufficient benefit orientation of internal salary distribution, the large gap between the salary of executives and ordinary employees, the weak basic management of enterprises, which has an adverse impact on salary management, and the inadequate application of medium and long-term incentive policy tools. This paper puts forward some measures to further deepen the reform, including promoting the the salary system reform of state-owned enterprises with systematic thinking, further deepening the salary management system of the persons in charge of state-owned enterprises, improving the salary decision and normal growth mechanism of employees and so on.

1 引言
根据河北省“十四五”规划和2035年远景目标纲要,河北省将发挥国有经济战略支撑作用,做强做优做大国有资本和国有企业;深化国有企业劳动用工和工资收入分配改革,推动国有企业工资决定机制改革落地。因此,国有企业薪酬制度改革将是河北省国有企业改革的重要内容,通过进一步深化国有企业薪酬制度改革,提升国有经济实力。
理论界对于国有企业薪酬制度改革已有一个较长时期的研究,并且随着国有企业改革的推进,对于国有企业薪酬制度改革的研究也在不断深入。最新的研究成果包括李樱璐关于我国国有企业薪酬管理存在的问题及对策建议的研究,岑玉科关于新时代国有企业薪酬制度改革优化措施的探讨,郭冬晴关于国有企业薪酬激励新机制的研究,李俏关于国有企业薪酬制度存在的问题与改革创新研究等。相关文献为本文的研究开阔了思路,提供了很好的借鉴。但是,这些文献都不是专门针对河北省的研究,没有专门对河北省国有企业薪酬制度演进过程和存在问题进行分析。本文在此分析的基础上,提出进一步深化河北省国有企业薪酬制度改革的对策建议。
2 河北省国有企业薪酬制度的演进过程
河北省国有企业的薪酬制度是伴随国有企业改革的不断深化而逐步发展的。改革开放以来,河北省企业工资分配制度按照改革企业工资制度、改革企业工资总额决定方式、改革经营者收入管理办法、改革企业工资决策机制、改革企业工资分配宏观调控方式的脉络不断深化,逐步形成符合河北实际和过渡时期特点层次鲜明的工资管理体系。
