本报讯近日,财政部、国土资源部联合印发《农村集体经营性建设用地土地增值收益调节金征收使用管理暂行办法》,对农村集体经营性建设用地土地增值收益管理做出规范。《暂行办法》的出台,是两部贯彻落实党中央、国务院推进农村集体经营性建设用地入市改革试点工作的重要举措,旨在建立兼顾国家、集体、个人的土地增值收益分配机制,保障农民公平分享土地增值收益,形成可复制、可推广、利修法的改革成果。
Recently, the Ministry of Finance and the Ministry of Land and Resources jointly issued the Interim Measures for the Administration of Collection and Utilization of Land Value Added Gains of Rural Collective-operation Construction Lands, which regulates the management of the land value-added revenue of rural collective-owned construction land.
