天津市卫生保健协会于九○年组织“人才培养课题组”,对全市企(事)业卫生技术人员的现状进行了调查。全市企(事)业卫技人员占了全市卫技人员总数的四分之一,做了全市卫生工作总量的百分之三十七,是天津市一个重要的卫生资源。但是,这支队伍人才结构目前还很不协调,学科特点还不突出,医学人才发展还有偏差,现将几个突出问题和形成因素以及加强人才建设的对策,谈些粗浅看法。一、目前,天津市企(事)业医学人才结构不合理的状况比较突出,主要表现在四个方面: 1、编制不足,自然减员增加: 按有关编制规定,企(事)业卫技人员以在编职工总数的干分之七——八定编,低于全国水平。全市企(事)业卫生机构按市编制规定,共缺编三千余人,随着每年退离休等自然减员的增加,缺编状况更趋于严重。 2、学历结构出现了明显的低谷:
