南充地区邮电部门从1979年冬推行全面质量管理以来,经历了从点到面、由纵到横、普及深入三个发展阶段。目前全区13个地、县邮电企业已建立QC小组257个,成员占职工总数的89.8%,“质量第一”、“一切为了用户”和“下道工序就是用户”的思想深入人心。部颁考核可比的16项质量指标:1980年与1979年比有10项提高,1981年与1980年比有9项提高,1982年1至6月与上年同期比有14项提高。这三年没有发生通信事故、伤亡事故和重大差错。收支差额年平均以5.8%的速度递增。长话专业线QC小组、长市有线通信专业QC小组分别被全省推荐出席了1981、1982年的全国质量管理小组代表会议。一、我们是在什么情况下推行全
