随着我国市场经济体制改革的不断深入,政府的管理方式、机制、职能也发生了很大的变化。从某种程度上讲,我国加入WTO就是对这方面改革成效的肯定。然而,与发达市场经济条件下的政府管理体制相比,与WTO的有关要求相比,我国政府在体制结构、行为方式、政策目标、行政手段等方面还有很大的差距。本文试图利用公共产品理论进一步认识和说明我国市场经济体制改革过程中政府应履行的职能。 With the continuous deepening of the reform of the market economy system in our country, great changes have taken place in the management style, mechanism and functions of the government. To some extent, China’s accession to the WTO affirms the effectiveness of reforms in this regard. However, compared with the government management system under the conditions of developed market economy, our government still lags far behind the WTO requirements in terms of system structure, behavior, policy objectives and administrative measures. This article attempts to use the theory of public goods to further understand and explain the functions that the government should perform during the reform of the market economy system in our country.
