目前农信社高管人员领导水平和管理能力方面存在的问题,法人治理结构亟待完善,由于农村信用社产权不够明确,职责不够清晰,管理人员行使权利缺乏监督约束,使农村信用社高管人员权力过于集中,造成农村信用社所有者缺位,导致高管人员尤其是信用社主任权力过大,从而使农村信用社陷入内部人控制状态,成为制约农村信用社发展的重大隐患。有些违规问题所以能够长期存在,主要是一些信用社领导权利没有约束,权利大于规章,长官意志严重,没有形成用制度约束信用社,对高级管理人员的职业道德风险缺乏有效的监督和制约。
