近年来,在“两个普遍”的推动下,企业工会的组建取得了突破性进展,但也存在着部分企业工会缺乏应有活力,作用难以真实发挥等问题。究其原因,核心问题之一就是工会主席普遍兼职。工会主席“被雇”的身份,以及“端老板的碗、对着老板干”的错觉,造成工会工作处于“两难”。如何改变这种现状,切实履行当代工会的职能,已成为当前必须思考并大胆探索的课题。非公企业实现工会主席专职化,建立工会工作与企业所求、职工所盼、工会所能相匹配的发展路径与机制,不失为是一种现实追求。
In recent years, with the promotion of “two universals ”, breakthroughs have been made in setting up enterprise trade unions. However, there are also some problems such as the lack of vitality of some trade unions and the hard-to-come true role of trade unions. The reason, one of the core issues is the union part-time chairman. The identity of the union president, “hired”, and the illusion that the “boss’s bowl is against the boss” cause the union to work in a “dilemma.” How to change this status quo and effectively perform the functions of contemporary trade unions has become a topic that must be thought and explored boldly. It is a realistic pursuit for non-state-owned enterprises to realize the full-time job of the president of a trade union and to establish the development path and mechanism for the trade union to work in line with the requirements of the enterprises, the workers’ expectation and the trade unions.
