目的评价产科新生儿预防接种信息管理系统(Obstetric Neonatal Immunization Information Management System,ONIIMS)的实现及实施效果,加强和规范儿童预防接种信息管理系统的报告,提高预防接种信息采集及时率、准确性、覆盖率。方法通过使用浏览器/服务器(Browser/Server,B/S)架构,建立ONIIMS平台,实现湖北全省1457个产科预防接种单位用户和500多个卫生行政部门及疾病预防控制机构系统管理用户,对产科新生儿预防接种个案信息的管理系统。根据所选定的预防接种管理单位,将全省产科新生儿预防接种个案信息自动推送至全省1844个预防接种单位客户端系统,客户端系统自动下载相关个案信息,完成平台和客户端之间数据的动态更新。结果经过2年的运行,全省共有1457个产科预防接种单位,用户系统使用权限覆盖率100%。有新生儿出生的产科1392个,产科新生儿建档覆盖率为95.54%;共完成了1 271 781名新生儿的个案建档,个案信息完整率为94.02%;5日及时建档率为87.19%,5日个案及时审核率95.64%。卡介苗接种率为86.27%,首剂乙型肝炎(乙肝)疫苗(First Dose Hepatitis B Vaccine,HepB1)接种率为95.58%,HepB1及时接种率为90.26%,新生儿母亲乙肝病毒表面抗原阳性率为4.12%,新生儿接种乙肝免疫球蛋白率5.45%。结论 ONIIMS的实施和应用,加强了信息采集的及时性、准确性、完整性,与预防接种单位客户端实现了无缝链接。从根本上解决了儿童底数、重复建预防接种卡、流动儿童异地接种数据共享、接种率计算不准确等,目前儿童预防接种信息管理系统无法解决的难题。
Objective To evaluate the implementation and effectiveness of Obstetric Neonatal Immunization Information Management System (ONIIMS), strengthen and standardize the reporting of vaccination information management system for children, and improve the timely rate and accuracy of vaccination information collection and coverage rate. Methods Through the use of browser / server (B / S) architecture, an ONIIMS platform was set up to achieve 1,457 users of obstetric vaccination units and over 500 health administrative departments and system management users of CDC in Hubei province. Results After 2 years of operation, there were altogether 1,457 obstetric vaccination units in the province and coverage of user system usage rights was 100%. There were 1392 new-born obstetrics and gynecology newborn filing coverage of 95.54%; a total of 1 271 781 newborns completed the case filing, the complete case information rate of 94.02%; 5, the timely filing rate was 87.19 %, On the 5th case timely rate of 95.64%. BCG vaccination rate was 86.27%, the first dose of Hepatitis B vaccine (HepB1) was 95.58%, the timely vaccination rate of HepB1 was 90.26%, and the positive rate of HBsAg was 4.12 %, Newborns vaccinated hepatitis B immunoglobulin rate of 5.45%. Conclusion The implementation and application of ONIIMS has strengthened the timeliness, accuracy and completeness of information collection, and realized seamless connection with vaccination unit clients. From the fundamental solution to the number of children, repeated vaccination card, floating child vaccination data sharing, inoculation rate calculation is not accurate, the current vaccination information management system can not solve the problem.
